Confederate States Naval and Other Maritime Prisoners

As a Civil War naval re-enactor with an interest in portraying Confederate Naval POWs during Garrison Days, research on this question led to the amazing list compiled by Joclyn Jamison listing thousands of personnel who served or were held at the Fort during the Civil War era.

This search led to some interesting finds. There were very few actual Confederate Naval Servicemen held at Fort Delaware. This might have been expected as the CSN's total strength rarely exceeded 5,000 men at any one time. Some sources list a total of only 9,000 sailors serving throughout the War. What was interesting was the number of blockade-runner officers and crew that passed through Fort Delaware. There are over 60 entries of these men and their ships.

But what is lacking in numbers is more than made up in the tales of these blockade-runners and sailors.

The largest number of prisoners is made up of blockade-runner crews. The crew was likely to be foreign sailors sailing under the British flag. As long as they did not return fire they were usually released (sometimes to crew the same ship for the Union.). The Captain, Pilot and Supercargo (owners' agents, etc.) along with any Confederate military personnel were forwarded to Union prisons. The civilian captains and mates were held as witnesses for the Prize Courts while military personnel were held as regular POWs. The adduction of one of these ships as a blockade-runner led to its being sold at auction with the proceeds being divided amongst the Federal Government and the crews of the capturing ships. One Union Naval officer wrote of being entitled to prize money amounting to $25,000. (3)

The average blockade-runner during the Civil War was more likely to be carrying a cargo of luxury goods than war material. The profits generated by whiskey, meats and clothing reached 700% by some accounts. The Confederacy finally had to impound a certain percentage of cargo space to keep her armies supplied with vital war supplies.

North Carolina, and later the Confederate Government in Richmond, went a step further and purchased their own fleet of blockade-runners.

The need for this "Lifeline of the Confederacy" is apparent when you realize the Confederacy imported 60% of her modern arms, 33% of the lead, 66% of the saltpeter, large quantities of rifle percussion caps, major machine tools and machinery for her Navy and wire for telegraphy. Blankets, uniforms, shoes, cotton cards, engraving plates for printing currency and iron railroad rails were to be found inbound on these ships. Outbound cargo could be cotton, turpentine and other naval stores. (2)

Some of these men were subjects of extensive reports in the Official Records of the Navy. The story of the capture of the "Emilie" is an example (1). Captured in Bull's Bay by the US steamers "Flag" and "Restless", Captain D.B.Vincent (Listed as D.B.Milcent in the Fort Delaware Society records.) attempted to turn the Union boarding crew from capturers into captured by freely providing all hands with the whisky that he was carrying. This technique had successfully been used on another occasion. Captain Vincent was no stranger to the Union Navy; having been captured THREE times running the blockade. Admiral DuPont went so far as to request that this man not be released again.

Thomas Fitchell (Fetchell) was the "Late keeper of Cape Charles light house. Attempted to run blockade".

J. Barney, listed as being on the "Patrick Henry" might be Commander Joseph Barney, the commanding officer of the Confederate Naval Academy School Ship.

J.C. Couson "S. Navy" captured at Gettysburg 1863. I have no idea what Mr. Couson was or what he was doing at Gettysburg but I'd love to know!

Lewis Huggins, Ad. Master, CSN was captured in Hanover County, Pennsylvania 1863. One suggestion here is that he was riding with Jeb Stuart.

In the ORN there is a petition for release from John S.Fields, Captain, "Annie Dees" and David D. Sirmonds, Captain "Brilliant" to Acting Rear Admiral S.P.Lee.

Samuel Harding was the Union Naval officer in command of the prize ship "Grayhound". While sailing her back to Boston he fell in love with the famous female spy Belle Boyd. Under her spell, he allowed the captain of the Reindeer to escape on docking in Boston. As a result of this action he was arrested and dismissed from the US Navy. He went to England and married Belle there. On his return to the US he was arrested and sent to Fort Delaware where he languished until February 3,1865. On his release, health broken, he walked in bitter cold from Delaware City to New Castle. He returned to England where he died a few months later.

Professor L.Gounart, was a drill instructor for the CSN at Drewry's Bluff. Professor Gounart also was a fellow émigré from Europe with General Schoepf. They apparently served together in the same regiment. (5)

Bennett G.Burley, who became one of Great Britain's most famous war correspondents, was one of those fortunate Confederate prisoners who were able to escape from Fort Delaware. From Glasgow, Scotland, he had gone to Richmond in 1861 in an attempt to sell his father's patented marine torpedo and had remained to join the CSN. In May, 1864 while planting torpedoes in the Rappahannock River, he and a small force of Confederates were surprised by 300 Union troops and taken to Fort Delaware. There he soon made plans to escape. He and five others entered a drain by their barracks one night and followed it 25 yards until it emptied into the Delaware River. Two were recaptured, two were drowned, but Burley and a companion were able to swim out into the river. Eventually they were picked up by an incoming ship. They told the Captain they had been fishing and their boat capsized. He took them to Philadelphia. Burley made it to Canada where he helped other Confederates capture a steamboat in a well laid plot to rescue prisoners on Johnson's Island. The plot did not succeed and Burley took the steamer into Canada.

After the war he returned to England where he was employed by the London Daily Telegraph. He covered the Franco-Prussian War so well that he became a roving war correspondent for that paper. He was in the Russo-Turkish War in 1878 and was especially active in the War in the Sudan. He was given much of the credit for saving the broken British square at Tel el Kabir and gained fame in the Boer War. He covered the Balkan War of 1812 but died before World War I."(5)

Another source in Fort Delaware Notes of March, 1988, has him captured with John Y. Beall in Tangier Inlet as privateers in November 1863. Early in the War he placed a torpedo on a Union war steamer that failed to go off and was not found until the ship reached port in New York City. He also was elected to Parliament from Glasgow in 1887.

The story of these ships warrants further study. If one could find the records of the Prize Courts of Philadelphia and New York there might be some fascinating information there.
