REGULATIONS FOR THE CONFEDERATE STATES SCHOOL-SHIP PATRICK HENRY.
CHAPTER 2.
ACADEMIC BOARD.
1. The Academic Board shall be composed of the following officers and professors, viz:
The Commandant.
The Executive Officer.
The Second Lieutenant.
The Third Lieutenant.
The Professor of Mathematics.
The Professor of English Studies.
The Professor of Modern Languages.
2. The commandant, or, in his absence, the executive officer, shall preside at the meetings of the Academic Board. In the event, however, of the absence of both, from illness or otherwise, then the senior officer present shall preside; but all reports, returns, & c., of the board, under such circumstances, shall be made to or through the commanding officer, as usage or the nature of the case may seem to require.
3. The Academic Board shall be convened for the transaction of business as often as the commandant may judge necessary.
4. A majority of the board shall constitute a quorum for the transaction of business; but a less number may constitute a quorum for the examination of candidates for admission, provided at least three members be present.
5. Unless called on by the Navy Department to act upon other matters, or by the commandant to do so upon other affairs concerning the school, the Academic Board shall confine its duties to the examination of candidates for admission, and of students, at the times prescribed by regulations; the preparation of necessary papers, reports, or returns connected with examinations; the arrangement, for the approval of the Navy Department, of the order of instruction in the several branches of each course of study, and the time to be employed in each branch; the arrangement of the order in which the several classes and their sections composed of midshipmen are to present themselves at a December or June examination; the recommendation of students, found deficient, for further trial; also of individuals for restoration to the service; the recommendation, for the approval of the Navy Department, of the text-books best suited for each department of instruction; the recommendation for purchase of all such books, maps, models, instruments, and apparatus as may be necessary in the different departments of instruction for the purposes of tuition; to reporting, from time to time, on the system of studies and instruction pursued and proposing any improvements therein that experience may suggest; and to granting certificates of graduation.
6. In questions of order at the Academic Board, relating either to the propriety of deportment of a member, observance of decorum, or routine of business, the presiding officer is to decide upon his own motion; but in cases which involve a consideration of the course and order of proceedings, a vote of the board is to be taken.
7. The adjournments of the Academic Board will be directed by the presiding officer.
8. The commandant will designate a member of the Academic Board to act as its secretary, and keep a correct record of its proceedings, which record shall be carefully kept in the office of the commandant, and transmitted by him to his successor. In case, however, of the illness or absence of the member so designated, at a time a meeting of the board is held, the presiding officer will then appoint another member to act in such secretary’s stead for the time being.
9. Any officer connected with the school-ship, or any member of the academic staff not a member of the Academic Board, may be required by the commandant, in the name of the Academic Board, to attend its meetings for the purpose of giving information, or expressing opinions; but such individual is not to vote in any decision of the board.
