REGULATIONS FOR THE CONFEDERATE STATES SCHOOL-SHIP PATRICK HENRY.

 

CHAPTER 6.

 

 ACADEMIC EXAMINATIONS.

 

  1. An annual examination of all the classes shall be held by the Academic Board, commencing on the first day of December: (the second when the first falls on Sunday).   This examination shall be sufficiently thorough to enable the board to decide upon the proficiency and the relative merits of the members of the several classes; and it shall embrace all the studies, theoretical and practical, pursued by the several classes during the year, except such as may have been completed before the previous June.

 

2.        A semi-annual examination of the same kind, of all the classes, shall also be held by the board, commencing on the first day of June; (the second when the first falls on Sunday).   This examination shall be sufficiently thorough to enable the board to decide upon the proficiency and relative merits of the members of the several classes; but the board may, at its discretion, omit the examination of the first class in any department of study not completed before the period assigned for their semi-annual examination to commence.

 

3.             Those who may be found by the board, at either an annual or semi-annual examination, deficient in any department of study, shall be so reported to the Secretary of the Navy, for his decision, whether they shall be dropped from the Navy List and returned to their friends, or be allowed to continue on board the school-ship for further trial.   If there should be circumstances attending the case of any student thus found deficient, entitling him, in the judgment of the board, to a longer continuance on board the school-ship, they shall be duly stated in the report of the board to the Secretary of the Navy, upon the report by Form D.

 

4.             Any acting midshipman may be advanced to any class which he may be qualified to join, either upon his admission or at any subsequent examination; and he may be graduated at any December examination at which he shall be found fully qualified to pass a graduating academic examination.

 

5.             Every acting midshipman who succeeds in passing a graduating examination in December, will receive from the Academic Board a certificate of graduation which will entitle him to a warrant as a midshipman in the navy; bearing the same date as that certificate.

 

6.             When the exigencies of the service so require, acting midshipmen who succeed in passing a graduating examination, may be promoted to the grade of passed midshipman, master, or lieutenant.

 

7.             No acting midshipman who shall have been dismissed from the school ship, or dropped from the navy list in consequence of being found deficient in studies at an academic examination, or deficient in conduct at any time, will be restored to the school-ship, except upon the recommendation of the Academic Board.   In the event of such restoration, the Secretary of the Navy, after considering the report and recommendation of the board, will prescribe the class the individual is to join, and the other conditions under which he is to be received.

 

8.              The examination in each department will be made or directed by the professor or head of that department; and during the time any class or section is under examination in any branch, not only the professor, but also the immediate instructor of the class or section, shall be present with the Academic Board, and he may, under the direction of the head of the department to which he belongs, make the examination of his class or section.

 

9.             The Secretary of the Navy will, when expedient, annually invite not less than five persons, such as he may judge well qualified, to attend on board the school-ship during the December examination, as a board of visitors, for the purpose of witnessing the examination of the several classes, and of examining into the state of the police, discipline, and general management of the institution, the result of which examination they will report to the Secretary of the Navy.
