REGULATIONS FOR THE CONFEDERATE STATES SCHOOL-SHIP PATRICK HENRY.

 

CHAPTER 9.

 

CONDUCT ROLL.

 

1.            For offences not considered deserving severe punishment, the following classification of delinquencies shows the numbers which are to be marked as demerits against the students on board the School-ship, in making up the conduct rolls:

 

First class of delinquencies counting ten demerits. – Repeated neglect of orders; overstaying verbal leave; absent from room at night after “taps;” and violation of articles 5, 7, 11, 12, and 15, of Chapter 10

 

Second class of delinquencies counting eight demerits. – Light in room after “taps” at night; and violation of articles 10 and 14 of Chapter 10.

 

Third class of delinquencies counting six demerits. – Absence without authority from parade; roll call; drill; quarters; inspection; exercises; muster; recitation; or other prescribed duty.   Also, improper noise in rooms or steerage; unnecessary or unauthorized absence from room during study hours; out of prescribed uniform when on duty, &c.

 

Fourth class of delinquencies counting four demerits. – Slovenly dress at parade, inspection, or recitation; talking at recitation or in ranks; loud talking or rude conduct at mess; being superintendent of the steerage and failing to keep it in proper order, or allowing it to be in disorder; or to report visits to it in study or other prohibited hours; or to report a breach of regulations occurring therein.

 

Fifth class of delinquencies counting two demerits. - Late at any exercise, recitation or other duty; inattention on drill, or at recitation; out of uniform when not on duty.

 

Miscellaneous class of delinquencies, to count from one to ten demerits according to the circumstances of each particular case. – Disrespectful, ungentlemanly, disorderly, insubordinate, or unmilitary conduct; willful neglect of studies or other duties; and violation of such regulations of the school-ship as are not specifically mentioned in the course of this chapter, and which carry with them no positive penalty.

 

2.            In all cases of delinquencies where demerits positively attach, the Commandant will, after due inquiry, determine whether those reported to him for record shall be placed thereon; and in cases of a “miscellaneous” character, he is to decide upon the number of demerits, between one and ten, to be assigned to each of such cases.

 

3.             The total demerits of each student will be expressed by the sum of all the demerits standing against him upon record.

 

4.             Whenever a student shall have a number of demerits recorded against him greater than two hundred during any one academic year, he shall be declared deficient in conduct, and be immediately reported to the Secretary of the Navy for his decision, whether he shall be dropped forthwith from the Navy or otherwise.

 

5.             The Commandant may reduce or remit recorded demerits upon satisfactory explanation in writing being made in reference to a particular case, or upon satisfactory assurance in writing, or well-grounded hopes of future good conduct; but all such reductions or remissions must be stated in the first monthly report to the department of delinquencies after they are made.
